Title:NHS Performance Ratings: Acute Trusts, Specialist Trusts, Ambulance Trusts, Mental Health Trusts 2002 
Overview:This document builds on the first publication of NHS Performance Ratings (September 2001), taking forward the Government's commitment to publish an annual assessment of the NHS.The 2002 NHS Performance Ratings expand both the coverage of NHS Trusts and the range of indicators used. They provide a high level summary of the overall performance of all NHS Acute Trusts, Specialist Trusts, Ambulance Trusts and Mental Health Trusts in England. There is a description of how the 2002 ratings were produced for each type of Trust. The overall star rating and achievements on the individual targets are given for each Trust. 
Abstract:This publication brings together the latest NHS Performance Ratings (July 2002) and the annual performance indicators (February 2002).

2002 NHS Performance Ratings expanded both the coverage of NHS Trusts and the range of indicators used. They provide a high level summary of the overall performance of all NHS Acute Trusts, Specialist Trusts, Ambulance Trusts and Mental Health Trusts in England.

There is a description of how the 2002 ratings were produced for each type of Trust. The methodology is consistent with the previous year and the key targets cover the same priority areas of waiting times, cancellation of operations, hospital cleanliness, staff issues and a satisfactory financial position.

In addition to these key targets, an expanded range of indicators within the clinical focus, the patient focus and a broader 'capacity and capability' focus (covering staff-related issues) were used in a 'balanced scorecard' assessment. The patient-focus included six indicators derived from the Inpatient survey, which was carried out for the first time during 2002.

Since last year, there have been more reviews of Trust clinical governance by the Commission for Health Improvement (CHI) and these CHI reports therefore play a more critical role in determining the best and worst performing Trusts.

The overall performance rating (stars) awarded to each Trust are given, along with their level of achievement on each of the key targets, other indicators within the balanced scorecard and the CHI review. The document outlines how the performance ratings will be used to incentivise improved Trust performance.
